1 October 2026
Application deadline for existing unregistered providers
Existing providers who were already operating a SIL service or digital platform before 1 July 2026 had until this date to lodge a registration application. Those who applied before this deadline may continue operating while their application is processed.
1 January 2027
Platform-specific conditions take effect
From this date, digital platform providers must comply with platform-specific conditions under Rules s 13D, including worker screening checks, banning order displays, and credential verification requirements.
Who Must Register: SIL Providers (0139)
As of 1 July 2026, any person providing High Intensity Daily Personal Activities (registration group 0139) to NDIS participants must be registered with the NDIS Commission.
What is SIL?
Supported Independent Living (SIL) means providing assistance with, or supervision of, daily personal activities to support independent living. This typically includes 24-hour support in shared accommodation settings.
SIL Registration Requirements
- Certification audit required (not verification)
- Core Module plus High Intensity Daily Personal Activities module
- On-site inspection of all accommodation sites
- Participant interviews required
- Extensive documentation of staffing, medication management, and support plans
Who Must Register: Digital Platforms (0137)
As of 1 July 2026, operators of an NDIS digital platform must be registered under group 0137.
What is an NDIS Digital Platform?
An NDIS digital platform (Rules s 5A) is an online application, website, or system where:
- The operator acts as an intermediary for participants seeking NDIS supports, and participants interact with providers via the platform; AND
- The operator, an associated entity, or a contracted payment processor requires and processes NDIS plan funds as payment through the platform.
Both conditions must be met. A directory or marketplace where payment happens off-platform does not appear to meet the definition, but operators should verify this with the NDIS Commission or seek advice.
Digital Platform Registration Requirements
- Certification audit required
- Core Module plus platform-specific requirements
- From 1 January 2027: platform-specific conditions apply (worker screening display, banning order checks, credential verification)
Transition Rules for Existing Providers
If you were already registered
If you were already a registered NDIS provider before 1 July 2026, the NDIS Commissioner will vary your registration to add group 0137 or 0139. You may continue providing services until the variation is processed.
If you were operating unregistered before 1 July 2026
You had until 1 October 2026 to apply for registration.
- If you applied before the deadline: you may continue operating while your application is pending
- If you did not apply, or your application was refused: you must stop providing the service
New Entrants (From 1 July 2026)
If you are starting a new SIL service or digital platform from 1 July 2026 onwards, you must be registered before you begin operating. There is no transition period for new entrants.
